Russian President Dmitry Medvedev has signed a decree under which
Russia formally recognises the rebel Georgian provinces of South
Ossetia and Abkhazia as independent states.
Medvedev made the
announcement after meeting with his security council, following a
parliamentary vote on Monday to recognise independence for the two
regions. Meanwhile tensions are running high in the Black Sea after
a US Navy guided missile destroyer, ostensibly carrying
humanitarian aid, left the Georgian port of Batumi en route to
Poti, where Russian troops are stationed. Russia has accused NATO
countries of using aid as a front to build up naval forces in the
Black Sea. President Medvedev said on Monday Russia was prepared
for a full break with NATO.
