Tropical Storm Gustav has strengthened to hurricane status, as it
heads for Cuba.
Up to 78 people died as it battered its way across
the Dominican Republic, Haiti and Jamaica. Gustav is expected to
build to a dangerous Category 3 storm by the time it reaches land
in the United States late on Monday. Authorities in Louisiana and
Mississippi have already declared states of emergency. In New
Orleans authorities are considering mandatory evacuation to prevent
a repeat of the devastation and deaths of Hurricane Katrina three
years ago. Gustav is first expected to head west-northwest towards
the Caymans, a British outpost and key banking center.
